This paper presents a review of the literature on how in reality women have been disempowered and empowered in various parts of the world as a result of structural violence. This conflict-based analytical approach provides powerful instruments for practitioners to deal with issues of women's empowerment in their daily work. This paper presents also a perspective on empowerment which is relevant to work by the Rural Development Services Centre (RDSC). The paper proposes a framework for empowerment measurement in RDSC’s work environment.

Food Security of the Poor at Household Level

In November 2006, the prime minister of Vietnam had requested to stop all rice export operation for food security reason. The rice disease caused by brown-hoppers was so wide-spread in the Mekong river delta that threatened food shortage in the country. This event has shown that although being a second world’s rice exporter, food security in Vietnam is being under a question.
This paper reviews RDSC's experience in assisting communities in Thanh Son District to improve their food security at household level using a community development approach, which the organisation developed and tested in middle of 1990s.

Supporting for rural development in Phu Tho, Quang Binh and Kon Tum, RDSC has transferred our development skills to villagers. There are many difficulties transferring the method in rural area. One is the most difficult target is minority people. Because they live remote area from local market, it makes them difficult to approach cash income, furthermore, difficult for them to reach new information. However in our experience, we have studied that there are many indigenous knowledges to be key for their sustainable development. Although they live in remote area, that environment makes them to nourish their own culture and knowledge. We think their indigenous knowledge will be the key for them to improve their husbandry and sustainability for their agriculture. However under the pressure of the market, and the “green revolution” techology transfer, the ethnic minority people are less confident on their indigenous knowledge even though it will be the key for sustainability. Therefore, this project offer an opportunity for the ethnic groups to appreciate and promote the use of Indigenous knowledge for sustainable agriculture.
