Overview
Since 1988, the Decree No 35 CP and other legal regulations have allowed for the establishment of social technological and scientific organizations in forms of mass organizations, universities, institutes and private organizations. Many of them were formed with purposes of contributing to the poverty alleviation progress, social development, and facilitating the realization of the goal “for the rich people, the powerful country, and the equal and civilized society” in Vietnam. The collaboration and association among the national organizations mentioned above appeared in addition to the associations among the international non-government organizations, among the international non-government organizations and civilian social organizations, and among Vietnamese non-government organizations.
In October 1998, based on multilateral understanding and needs for collaboration, four organizations including Center for Rural Development (CRD), Rural Development Service Center (RDSC), Research and Training Center for Community Development (RTCCD) and Toward Ethnic Women (TEW) agreed on regular and systematic collaboration. The first regulation was an appendix enclosed with the agreement to establish the collaboration development Group_CDG - signed on Octorber 16th 2000. This regulation updated on December 4th 2005 after the meeting of the director board, it contains goals, objectives, activities, organizational structure, and management mechanism for collaborative activities among the members.
